Project Scope: NCS is soliciting for a well-qualified consultant to prepare the 2020-2025 NCS Strategic Plan to be used to assist the department in achieving its goals identified as: 1) Sense of Safety in Community, 2) Utilization of City Services by Underrepresented Communities, and 3) Length of Shelter Stay and Returns to Homelessness.
