COVID-19 EIDL UpdateSmall Business Administration
As of January 1, 2022, SBA stopped accepting applications for new COVID-19 EIDL loans or advances. As of May 6, 2022, the COVID-19 EIDL funds are exhausted. SBA is no longer accepting COVID-19 EIDL loan increase requests or requests for reconsideration. Approved borrowers that have not signed their loan closing documents must do so by May 16, 2022, or will face delayed disbursement or possible loss of funding. The COVID-19 EIDL portal (covid19relief1.sba.gov, also known as the “RAPID portal”) will close on May 16, 2022. Borrowers should download their loan documents from the portal prior to this date. Existing COVID Economic Injury Disaster Loan Program Borrowers to Receive an Additional DefermentSBA
On March 15, 2022, the SBA announced additional deferment of principal and interest payments for existing COVID Economic Injury Disaster Loan (EIDL) program borrowers for a total of 30 months deferment from inception on all approved COVID EIDL loans. Read more.

How much is left in the SBA’s EIDL program? Plenty!Puget Sound Business Journal
As of Dec. 24, The SBA said it had $11.8 billion in funds remaining across all of its Covid-19 EIDL programs, and it still has plenty in its coffers. According to agency guidelines, small-business owners who had previously received an EIDL and are eligible for an increase can still apply for one as long as the program has funding left. New Small Business, Nonprofit and Agriculture Grant Resource Available Now Thurston EDC Center for Business & Innovation 
Up to $10,000 Grants available for Microbusinesses. Thurston Strong is pleased to announce a new round of grant assistance for small businesses, nonprofit organizations and food system entities impacted by the COVID pandemic. Pandemic challenges persist and many independent enterprises and service organizations have been disproportionately impacted. This round of funding provides an extended bridge to sustain our entrepreneurial and employment tapestry, while adding capacity for entities who continue to answer the call for emergency assistance. Restaurant Small Business Grant ApplicationUSHCC & Grubhub
The United States Hispanic Chamber of Commerce (USHCC) Educational Fund is proud to join forces with Grubhub to support Hispanic-owned restaurants throughout the country during this time! Grant Criteria: restaurant with less than 20 FTEs; Hispanic-owned with active EIN; in operation for at least 9 months from date of form. Apply here before January 26, 2022 and see if your restaurant qualifies!

January 25: Small Business Flex Fund Info Webinar, 1 PM PST – Small Business Development Center
The Washington State Small Business Flex Fund is a new loan program for the smallest Washington businesses and nonprofits affected by COVID-19. To be eligible to apply, small businesses and nonprofits must employ 50 or fewer full-time equivalent (FTE) employees, have annual revenues of less than $3 million per year, and experience a direct economic disruption as a result of COVID-19. This webinar will provide information about the loan program and application process and help you prepare to apply. Register here.

Paycheck Protection Program (PPP) Loan Forgiveness – Small Business Administration
The SBA has provided a streamlined application portal to allow borrowers with Paycheck Protection Program (PPP) loans of $150,000 or less through participating lenders to apply for forgiveness directly through the SBA.  The forgiveness platform is accepting applications from borrowers.  It is estimated that the application takes an average of six (6) minutes to complete, and applicants can expect to receive a decision within about five (5) business days.  Learn more.

SBA Bulletin Dec. 23: Three Important Things You Need to Know About the COVID EIDL Dec. 31 Deadline
1) There are only two actions that stop on Dec. 31 SBA will no longer accept new applications for COVID EIDL loans and advances, and will no longer process applications for the supplemental targeted advance.
2) SBA will continue to process applications received on or before Dec. 31 until funds are exhausted, and
3) You can still make certain requests after Dec. 31 . Read full bulletin here for more information.

November 19: Updated EIDL GuidanceSmall Business Administration
EIDL loan and Targeted Advance applications will be accepted until December 31 and will continue to be processed after this date until funds are exhausted. Supplemental Targeted Advance applications will be accepted until December 31; however, the SBA may be unable to process some Supplemental Targeted Advance applications submitted near the December 31 deadline due to legal requirements. Borrowers can request increases up to their maximum eligible loan amount for up to two years after their loan origination date, or until the funds are exhausted, whichever is soonest. $10,000 Grant Available for 100 Businesses in King and Pierce Counties – Comcast RISE
Comcast announced that starting October 1st, small businesses owned by people of color in King and Pierce Counties, may apply for a $10,000 grant from the Comcast RISE Investment Fund. Comcast will award $1 million in grants to 100 eligible businesses in these two counties, as well as technology and marketing resources to eligible businesses statewide. Beginning on October 1, and through October 14, eligible businesses can apply for Comcast RISE monetary grants, and, or marketing and technology Services at www.ComcastRISE.com. Winners will be notified in November.

Tips for Preparing an IRS 4506-T Form for COVID EIDLU.S. Small Business Administration
Applicants for the COVID-19 EIDL are required to submit a signed and dated IRS Tax Authorization From 4506-T. Many applicants have run into problems because they’ve filled out the 4506-T incorrectly. SBA has prepared a list (PDF file) to get it right the first time – see here.

“Creciendo con TikTok” Grants to Help Hispanic Business Owners Across the Country! Hispanic Heritage Foundation
TikTok and the Hispanic Heritage Foundation (HHF) announced the launch of Creciendo con TikTok, a Small Business Grant Program which includes a social investment fund of $150,000 to recognize and support Hispanic entrepreneurs who are pivoting from the COVID-19 crisis. Thirty business owners will be selected to each receive $5,000 grants across the country in partnership with the USHCC (U.S. Hispanic Chamber of Commerce) and Latino Business Action Network (LBAN). WA Governor’s Vaccine Mandate Associated General Contractors of Washington
The Governor has amended the Vaccine Mandate and has also published a Frequently Asked Questions (FAQs) document. The Vaccine Mandate Amendment is more in-depth than the original and the FAQs are more clarifying for construction. The vaccine mandate applies to any person engaged to work as an on-site contractor for a state agency, an education facility or a healthcare facility. Shuttered Venue Operators Grant Funds Application Closes August 20, 2021 – Small Business Administration
The SBA Shuttered Venue Operators Grant (SVOG) Program is designed to assist live venue operators (fixed seats, ticket sales, public promotion) or promoters, theatrical producers, live performing arts operators, museum operators, motion picture operators and talent representatives who demonstrate a revenue reduction due to COVID-19.  A total of $16.2 billion funds this program nationwide.  Funds are still available.  As of August 2, 2021, 293 grants totaling $195.3 million have been awarded in Washington.  The deadline to apply is August 20, 2021.  To learn more, click here.

Apply for PPP Loan Forgiveness Through New SBA Direct PortalSmall Business Administration
Starting Aug. 4 the SBA will now allow certain businesses with PPP loans of $150,000 or less to apply directly through a new SBA portal for the forgiveness of their loan. The SBA portal provides a single secure location for eligible borrowers to apply for forgiveness using an electronic equivalent of the SBA Form 3508S. The Seattle District will host two webinars on Tuesday, Aug. 3 at 9 a.m. and 1 p.m. Register here.

Applicants for the COVID-19 Economic Injury Disaster Loan (EIDL) may be eligible to receive up to $15,000 in funding from SBA that does not need to be repaid. These “advances” are similar to a grant, but without the typical requirements that come with a U.S. government grant.

Restaurant Revitalization Fund (RRF) Updates – Small Business Administration
> Registration for the Restaurant Revitalization Fund (RRF) is now open at restaurants.sba.gov. If you are working with Square or Toast, you do not need to register.

  • Review the sample application, program guide and cross-program eligibility chart on SBA COVID-19 relief options. SBA also added screenshots of the application portal that are available here.
  • Applications must be submitted in English or Spanish. SBA has documents in additional languages to help you understand eligibility requirements, fill out applications, and answer frequently asked questions. See the additional languages and materials here.

Tabor 100 is scheduling Pfizer vaccination appointments for Saturday April 24th. Cut off time for scheduling is Friday 4/23 at 3pm. There are limited appointments available. When Tabor 100 receives your information, they will schedule your appointment and forward you the necessary details. To qualify for the vaccine you have to be 16 years of age and older. Aviation Manufacturing Jobs Protection (AMJP) ProgramU.S. Department of Transportation
The AMJP program, created under the American Rescue Plan, will provide funding to eligible businesses to pay up to half of their compensation costs for certain categories of employees, for up to six months. In return, the business is required to make several commitments, including a commitment that the company will not involuntarily furlough or lay off employees with that group during the same six-month period. Eligible businesses are strongly encouraged to take these steps right away – learn more here.

2021 Rollback Relief Grant for Pierce County Businesses Pierce County Council
The rollback to Phase 2 is unfortunate. That said, the Pierce County Council stepped up immediately and created the 2021 Rollback Relief Grant program for small businesses hit by this latest turn of events. To provide financial support to qualifying businesses impacted by recently modified COVID-19 restrictions, Pierce County has created a grant program to help offset the costs of business disruption. Working Washington Small Business Grants – Round 4 Now Open Until April 9, 2021Washington State Department of Commerce
The Washington State Department of Commerce will award a total of $240 million to small for-profit businesses impacted by COVID-19. The maximum grant will be $25,000, which must be applied toward expenses incurred between March 1, 2020 through June 30, 2021 (HB 1368). SBA to Increase Lending Limit for COVID-19 Economic Injury Disaster LoansSmall Business Administration
The U.S. Small Business Administration is increasing the maximum amount small businesses and non-profit organizations can borrow through its COVID-19 Economic Injury Disaster Loan (EIDL) program. Starting the week of April 6, 2021, the SBA is raising the loan limit for the COVID-19 EIDL program from 6-months of economic injury with a maximum loan amount of $150,000 to up to 24-months of economic injury with a maximum loan amount of $500,000. On Thursday, March 11th, President Biden signed the American Rescue Plan Act of 2021 into law providing additional relief for the nation’s small businesses and hard-hit industries. This includes additional support for programs the SBA is currently administering and adds new efforts, including: $7.25 billion additional for the Paycheck Protection Program, additional funds are allocated for the Shuttered Venue Operators Grant (SVOG) program, $15 billion additional for Targeted Economic Injury Disaster Loan Advance (EIDL) payments, $28.6 billion for the Restaurant Revitalization Fund for industry-focused grants, $100 million to establish a Community Navigator pilot program. On Monday, February 22nd, The Biden-Harris Administration and the SBA announced steps the agency is taking with the Paycheck Protection Program (PPP) to further promote equitable relief for America’s mom-and-pop businesses. To promote access to capital, initially only community financial institutions will be able to make First Draw PPP Loans on Monday, January 11, and Second Draw PPP Loans on Wednesday, January 13. Safe Start: Gov. Inslee announces one-week extension of statewide restrictionsWA State Department of Commerce
Gov. Jay Inslee announced a one-week extension of the “Stay Safe–Stay Healthy” proclamation, along with the statewide restrictions imposed. The extension of the statewide restrictions will now expire on Jan. 11, 2021. No changes were made in the proclamation aside from the expiration date. An updated reopening plan is currently being developed to provide a pathway for businesses and workers impacted by this order to reopen safely. Safe Start UpdatesWashington State Governor Jay Inslee & WA State Coronavirus Response
Gov. Inslee yesterday announced a three-week extension of the state’s current restrictions which will now be in place until Jan. 4, 2021. The three-week extension of statewide restrictions comes as the state’s healthcare system nears dangerous occupancy levels. With the effects of Thanksgiving on infection and hospital numbers still unknown, the extension will grant the state’s medical system much needed time to increase Intensive Care Unit (ICU) capacity before it’s overwhelmed. An overview of the restrictions is available here. For all businesses and activities not addressed, previous phase guidance still applies.

Comcast RISE was created to invest in the success of Black, Indigenous, and People of Color (BIPOC) businesses by providing valuable and practical support. If your business qualifies, you’ll have the opportunity to receive marketing consultations, media placements, commercial creative production services, or technology services from Effectv and Comcast Business.  Beginning November 24, 2020, all BIPOC business owners will be eligible to apply for Comcast RISE. Update: Working WA Business Grant Round 3 Applications Now Open
Last week, Gov. Jay Inslee announced an additional $70 million for business grants. $50 million of that is for a new round of Working Washington business grants. The remainder will go toward funding all qualified businesses that applied in earlier rounds of our resiliency grant program. (NOTE: Businesses who applied for the WA State Resiliency Grant program will not need to take any action). Businesses submitting applications after that time may receive consideration should funding remain after the priority review round is completed. Loan amounts of $1,000 per full-time employee will be awarded up to $20,000. Loans will be offered to qualified applicants at no interest and no payments for 12 months. Grants to Support Small Businesses in King County Impacted by the COVID-19 PandemicSeattle Metro Chamber
The Seattle Metro Chamber, which serves as the King County Associate Development organization, is working to ensure that $580,000 in federal funding reaches king County small businesses. This is part of the $10 million that Washington state received for small business support from the federal CARES Act. Awards of $5,000, $7,500 or $10,000 are available to small businesses and 501 (c)(6) non-profit business service organizations within King County. Apply between Sep. 14-28. EDB Vitality Grant for Pierce County Community Organization & Small Businesses Economic Development Board
Launching on Wednesday, September 9, 2020, the Economic Development Board Vitality Grant, will open applications to Pierce County small businesses.  The window for accepting applications is from 10AM PDT Wednesday, September 9, 2020 – 5PM PDT Sunday, September 20, 2020. In total $580,250 in CARES Act dollars have been allocated to this program, with $90,250 going to community organizations and $490,000 available for small businesses through $5,000 grants. The IRS reminds taxpayers who took advantage of the People First Initiative tax relief and did not make previously owed tax payments between March 25 to July 15 that they need to restart their payments. As the IRS continues to reopen its operations across the country, taxpayers who were in payment agreements and skipped any payments from March 25 and July 15 should start paying again to avoid penalties and possible default on their agreements. $100 Million Rental Assistance Headed to Washington CommunitiesWashington State Department of Commerce
Washington State Department of Commerce is distributing approximately $100 million in state Coronavirus Aid, Relief and Economic Security (CARES) Act funding through its existing network of homeless services grantees and organizations serving homeless youth to operate a new rent assistance program launched Aug. 1. The program will focus on preventing evictions by paying up to three months of past due, current and future rent to landlords for eligible participants. Read full news release here.

Updated Safe Start Guidance Effective July 30
Governor Jay Inslee announced several rollbacks to Safe Start reopening 
guidelines. Most changes go into effect tomorrow. This memo provides updated information related to gatherings, live entertainment, restaurants and taverns, entertainment and recreational centers, card rooms, movie theaters, weddings and funerals. The Governor also extended the pause indefinitely on counties moving ahead in the Safe Start Washington plan.

The PPP loan is designed to provide a direct incentive for small businesses to keep their workers on the payroll. The loan will be fully forgiven if the funds are used for payroll costs (at least 60% of the forgiven amount), interest on mortgages, rent and utilities. The last day to apply is Aug. 8, but don’t wait until then as it may take time to gather documentation and information lenders may need before they can submit your application.

Lowe’s-LISC Accepting Grant Applications – Lowe’s-LISC Partnership
Thanks to a $55 million significant commitment grant from Lowe’s, LISC will provide the emergency grant assistance that small businesses desperately need to stay afloat. $30 million will focus on small businesses owned or led by minorities and women, who often lack access to affordable capital. Free Non-Contact Infrared Thermometers Available for Businesses FEMA
This is an informational update. Washington will receive a total of 9,154 thermometers from FEMA. The Non-Contact Infrared Thermometers are being distributed to support the reopening of the Nation’s workplaces and restarting the American economy. FEMA made it clear that the distribution will be decided by the state. We have been made aware that 4,000 of the 9,154 thermometers have been approved to be distributed to businesses. The form and instructions inform borrowers how to apply for forgiveness of their PPP loans, consistent with the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). The SBA will soon issue regulations and guidance to further assist borrowers as they complete their applications, and to provide lenders with guidance on their responsibilities. Reopening Businesses in Washington: “Safe Start” Plan Governor Jay Inslee
Some businesses could re-open as early as this week under the new COVID-19 order signed by Gov. Jay Inslee on May 4th. The state’s “Safe Start” plan is a phased approach to re-opening Washington’s economy. Under the plan, smaller counties can apply for a variance from the order which would allow them to open even more businesses than allowed statewide. Safe Start sets a careful approach to emerging from the pandemic. It allows for modifications of business closures and physical distancing measures while minimizing the health impacts of COVID-19.

SBA EIDL Loan Portal Reopened for Agricultural BusinessesSmall Business Administration
SBA will begin accepting new Economic Injury Disaster Loan (EIDL) and EIDL Advance applications on a limited basis only to provide relief to U.S. agricultural businesses. At this time, only agricultural business applications will be accepted due to limitations in funding availability and the unprecedented submission of applications already received. Applicants who have already submitted their applications will continue to be processed on a first-come, first-served basis. For agricultural businesses that submitted an EIDL application through the streamlined application portal prior to the legislative change, SBA will process these applications without the need for re-applying. [Update: Applications have been closed] The U.S. Chamber unveiled its Save Small Business Initiative to address the immediate needs of the small business community, mitigate closures and job losses, and mobilize support for long-term recovery in the wake of the economic destruction of the COVID-19 pandemic. Applications for the Save Small Business Grant Fund will open this Monday, April 20, 2020, at 12:00 p.m. PT. There are several eligibility requirements including that business must be located within certain zip-codes. Governor Inslee is offering a new Working Washington Small Business Emergency Grant program to assist small businesses impacted by the COVID-19 outbreak. Up to $5 million in funds are provided through the Governor’s Strategic Reserve Fund and administered by the State Department of Commerce. SBA Released Interim Final Rule on the Paycheck Protection Program
This interim final rule announces the implementation of sections 1102 and 1106 of the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Section 1102 of the Act temporarily adds a new product, titled the “Paycheck Protection Program,” to the U.S. Small Business Administration’s (SBA’s) 7(a) Loan Program. Section 1106 of the Act provides for forgiveness of up to the full principal amount of qualifying loans guaranteed under the Paycheck Protection Program.

The Coronavirus Aid, Relief, and Economic Security (CARES) Act allocated $350 billion to help small businesses keep workers employed amid the pandemic and economic downturn.  Known as the “Paycheck Protection Program,” the initiative provides 100% federally guaranteed loans to small businesses who maintain their payroll during this emergency.  Importantly, these loans may be forgiven if borrowers maintain their payrolls during the crisis or restore their payrolls afterward.

Tax Day now July 15: Treasury, IRS extend filing deadline and federal tax payments regardless of amount
Taxpayers can also defer federal income tax payments due on April 15, 2020, to July 15, 2020, without penalties and interest, regardless of the amount owed. This deferment applies to all taxpayers, including individuals, trusts and estates, corporations and other non-corporate tax filers as well as those who pay self-employment tax.

On March 23, 2020, Gov. Jay Inslee has issued a Stay at Home, Stay Healthy order in Washington state which will be effective for a minimum of two weeks. In accordance with this order, the Governor has designated the following list of “Essential Critical Infrastructure Workers” to help state, local, tribal, and industry partners as they work to protect communities, while ensuring continuity of functions critical to public health and safety, as well as economic and national security.
