Up to $7,500 funds available for DBE Supportive Services (WSDOT)!

Funding of up to $7,500 for supportive services is available to qualified DBE firms that are engaged in highway activities.

The program has two distinct parts:

Procedure/Developmental Stage: Client to develop a valid business plan. Total reimbursement $2,500 for business plan and additional $5,000 for support services.

Once eligibility is determined and a needs assessment is completed, the DBE selects a consultant. Within three months the business plan is to be completed and provided to OEO for validation, upon which the consultant is reimbursed. Once the development stage is complete the DBE can chose to have supportive services and enter the transitional stage. The DBE chooses a consultant and submits a Transitional Management Plan to OEO for approval. During the consulting period, the consultant will submit submit monthly Counselor Record Forms detailing issues addressed, including a narrative of assistance granted, and a projected timeline regarding remaining milestones. Upon completion, within the current FFY, providers shall submit a final report detailing issues addressed, a detailed time-line regarding milestones, and a report providing a synopsis of all assistance granted. The DBE will be required to approve the final report prior to reimbursement.

Disadvantaged Business Enterprise Support Services. Total reimbursement: $5,000

Once eligibility is determined and a needs assessment is completed, the DBE selects a consultant. DBE and Consultant establish and submit a set of milestones (goals), including how much the service will cost. OEO compares milestones to the initial needs assessment and then approves or requests adjustment to proposal. Once the plan is approved, services may begin. During the consulting period, the consultant will submit submit monthly Counselor Record Forms detailing issues addressed, including a narrative of assistance granted, and a projected timeline regarding remaining milestones. Upon completion, within the current Federal Fiscal Year (FFY) October 1, 2017 through September 30, 2018, providers shall submit a final report detailing issues addressed, a detailed timeline regarding milestones, and providing a synopsis of all assistance granted. The DBE’s representative will be required to approve the final report prior to Consultant reimbursement.
