Port of Tacoma – RFQ 071412 – Arkema North Boundary Area Cleanup – Feasibility Study and Engineering Design
The Port of Tacoma (Port) is soliciting Statements of Qualifications (SOQ) from firms qualified and interested in providing environmental services and litigation support.
Due Date: September 2, 2 PM
Scope of Services: Services to be provided include but may not be limited to:
1. Compilation and analysis of existing site data.
2. Identification of remedial investigation and feasibility study gaps.
3. Analysis and proposal of points of compliance for groundwater, soil,
surface water and sediments.
4. Proposed site cleanup standards for all COC’s in applicable media.
5. Evaluation of site geotechnical conditions and concerns.
6. Analysis of appropriate institutional controls for the site.
7. Prepare draft and final remedial investigation and feasibility study reports
following Ecology requirements.
8. Forensic investigations to determine the origin of remnant contamination.
9. Development of draft and final Cleanup Action Plans compatible with
property redevelopment and following Ecology requirements.
10. Assist the Port with agency negotiations and permitting actions.
11. Prepare plans, specifications and engineering level cost estimates as
necessary to support the project. Assist with contractor selection if
requested.
12. Perform pre-demolition infrastructure assessments, as necessary to
support future construction work.
13. Perform additional soil, sediment, groundwater and surface water
sampling as necessary to support the project.
14. Perform construction support services as requested to support the project.
15. Legal support services as requested.
16. Other services as requested or required.
