Scope: The central task of this study is to identify key conservation stakeholders and facilitate a working group to assess conditions and, in a written report, identify potential conservation partners to cooperatively identify additional conservation banks, develop new conservation programs and regulations to protect endangered species, and preserve critical habitat while offering mitigation strategies that seek to remove restrictions on JBLM military training
