PCL Construction – RFB – CCR Ostrea Solar – Due 12/13/24

Description of Work: Ostrea Solar project is a new utility scale solar power generation installation located approximately 30 miles east of Yakima, WA just north of WA State Hwy 24. The project delivery method is Engineer, Procure, Construct (EPC) with PCL Solar as the EPC design-builder. The project, when complete, will generate 80MWac/104MWdc and will be constructed on approximately 500 acres and consist of 34,000 steel support posts, 194,000 photovoltaic modules, Nextracker NX Horizon solar trackers for rolling terrain, Sungrow Inverters and a 115 kV substation with a tie into Bonneville Power Administration distribution lines.
Subcontractor/supplier opportunities include (but not limited to): Site Work, fencing, tracker post installation, racking installation and electrical. This project has prevailing wage rate requirements. This project has apprenticeship labor requirements.

Project Scope: Tacoma Power is looking for a Solutions Integration partner to help the utility in replacing the current CGI Outage Management System (OMS) with an Advanced Distribution Management System (ADMS) from Aspentech (OSI). This includes a Planning Phase, then implementing a Program Development System (PDS)(Phase 0) and then replacement of the current OMS (Phase 1). The time-period expected for this program is approximately 30 months. The scope for this RFP shall be contained to only the Planning Phase and Phase 0 and Phase 1 of the overall ADMS program.
